What to do about unsightly properties or unpleasant odors

No one wants to be a complainer, but unfortunately, complaints are one of the primary ways that the City can learn that something is a problem. If a property is unsightly, it can have a negative effect on the surrounding neighborhood. Likewise, no one wants to live with unpleasant odors. If you see property violations, or detect offensive odors, there is something that you can do about it: file a complaint.

Complaints can be taken over the phone at 541-449-3831, in person at City Hall (160 S. Main Street), or by email to Each of the staff members on duty at City Hall can take a complaint, regardless of their job title.

Helpful complaints are detailed complaints. For unsightly properties, please include the address of the violation (or a detailed explanation of the location), and a description of the problem.

For odor complaints, please include a description of the odor, the location where you noticed it, and the address or a description of the location that you believe is causing the odor. In order for fines to be assessed on violators, we also need to know the residential address of the person submitting the complaint.

Unfortunately, issues such as these do take a significant amount of time to resolve. Property owners have rights, and the City cannot force immediate compliance. However, accurate complaints do help speed the process along, and give the City more evidence with which it can encourage property owners to make changes.
